Mr. Harake is Director of Highway Engineering for ADVANTEC Consulting Engineers. Mr. Harake is a nationally recognized expert in developing innovative geometrics and traffic engineering approaches and strategies for complex highway projects. Mr. Harake carries 35 years of experience in the Highway Engineering Industry.Mr. Harake has authored and co-authored several technical publications, including the California Ramp Metering and HOV Lane Design Guidelines, which were adopted and published by the FHWA as the first national design for HOV lanes.Mr. Harake spent 23 years at Caltrans working for Districts 7 and 12, where he lead design and operations of more than 400 lane miles of HOV lanes and high-occupancy toll (HOT) lanes, including the SR 91 Express Lanes - the first fully automated toll facility in the country. Moreover he was responsible for overseeing the design and operation of more than 51 miles of design-build public toll roads. This was followed by over 12 years with Parsons, Inc. where, as Vice President of Roads & Highways, he provided leadership in cutting edge geometric and traffic operations analysis and design to cities, counties, regional transportation agencies and Caltrans.Mr. Harake has successfully coordinated approvals of geometric designs for Project Reports and PS&E projects including obtaiing design exception approval to Caltrans HDM standards, at the district and headquarters levels with concurrence from FHWA when needed. Mr. Harake brings the following benefit to this project:
