ADVANTEC was retained by the City of Santa Clarita to prepare, implement and finetune new signal timing and coordination plans along two major corridors – Bouquet Canyon Road and Seco Canyon Road in the City of Santa Clarita. Bouquet Canyon Road, one of the busiest arterials within the City, carries an ADT of over 50,000. ADVANTEC first collected 24-hour ADT counts at six locations along both corridors for one weekday and one weekend. Using the ADT data, ADVANTEC identified the peak hours during AM, mid-day and PM periods for turning movement counts during a typical weekday, plus two-hour during a weekend at locations near a regional shopping center. A field inventory was conducted at all 21 intersections to record lanes geometry and observe signal operations. SYNCHRO 6.0 network was set up and optimized for all the intersections, and for all 3 periods. Time-space diagrams were prepared using Time Space Platoon Progression (TS/PP) Draft 6.0. Upon City approval of the SYNCHRO and TS/PP networks, ADVANTEC prepared final timing sheets, implemented and finetuned the new timings in the City’s QuicNET 4 traffic signal system. Also, as part of this project, ADVANTEC reviewed the pedestrian clearance time for all 21 intersections, and implemented the new clearance time, based on the MUTCD 2003 guidelines, for the City. A before-after travel time study was performed using TS/PP software connected to a GPS receiver. The study showed that the new timings have resulted in major improvements along both corridors, not only traveling in the peak direction, but in both directions for all periods. The percentage improvements are, in some cases, as high as 80%, as illustrated in the tables below.
